Summary

You will serve as a ADMINISTRATIVE/TECHNICAL SPECIALIST (CONTRACT SPECIALIST) in the CONTRACTS DEPARTMENT of NAVSURFWARCEN IH DIV.

This position is part of the Warfare Centers Personnel Demonstration Project. The NT-4 pay band encompasses positions equivalent to GS-11 and GS-12. The NT-3 pay band encompasses positions equivalent to GS-9 and GS-10.

Duties

Help
  • You will award and administer a range of contract actions, to include contracts, SEAPORT task orders, delivery orders, and modifications.
  • You will award and administer a range of contract types to include supply, service and research and development; cost and fixed priced.
  • You will prepare documentation in a manner consistent with the employee's career level and regulatory requirements with higher authority approvals for all aspects of the functional area of contract management.
  • You will solicit, evaluate, negotiate, and award contracts with commercial organizations, educational institutions and nonprofit organizations, for furnishing supplies and services and/or construction.
  • You will administer contracts through close-out, assuring compliance with the terms and conditions of contracts, including resolution of problems concerning the obligations of the parties.
  • You will prepare and issue requests for proposals, request for quotes, evaluate proposals, develop business case decisions for award, and develop award documentation independently.
  • You will participate in the planning phase, source selection phase, documentation of the award decision phase, and through contract award. Advises customers and develops procurement milestones after consultation with Contracting Officer.

  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

Qualifications

FOR NT-04 (GS-11/12 equivalent): Your resume must demonstrate at least one year of specialized experience at or equivalent to the next lower pay band, NT-03 (GS-09/10 equivalent) in the Federal service or equivalent experience in the private or public sector as a professional Contract Specialist planning and executing preaward and postaward procurement actions (e.g. cost and price analysis, negotiations, and close-outs) to prepare and modify solicitations, contracts, and supporting documentation for the procurement of services, materials, or supplies for an organization.


FOR NT-03 (GS-9/10 equivalent): Your resume must demonstrate at least one year of specialized experience at or equivalent to the next lower pay band, NT-02 (GS-5/8 equivalent) in the Federal service or equivalent experience in the private or public sector as a professional Contract Specialist preforming preaward and postaward procurement actions (e.g. cost and price analysis, negotiations, and close-outs) to draft solicitations, contracts, and supporting documentation for review to support the procurement of services, materials, or supplies for an organization.

Education

Applicants must meet the following Basic Education Requirement of the Department of Defense Qualification Standard for Contracting Positions:

A bachelor's degree from an accredited educational institution authorized to grant baccalaureate degrees.

NOTE: The education requirement listed above applies only to individuals entering DoD GS-1102 positions on or after October 1, 2000. Current civilian personnel in DoD who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000 are exempt from meeting this requirement. Current military members who occupied a similar occupational specialty to the GS (or equivalent) 1102 or before September 30, 2000 are also exempt from meeting this requirement.

Education may be used to substitute specialized experience with the following:

For the NT-04 pay band:

  • Successful completion of a Ph.D. or equivalent doctoral degree.
  • Successful completion of three full academic years of progressively higher level graduate education.
For the NT-03 pay band:
  • Successful completion of a master's or equivalent graduate degree.
  • Successful completion of two full academic years of progressively higher level graduate education.
  • Successful completion of an LL.B or J.D.
